Tax collection in Latin America: a comparative analysis of tax issues between Colombia, Ecuador and Chile

Abstract

Tax collection has been recognized as a determining factor for fiscal sustainability and social development in Latin America, a region characterized by high levels of inequality, informality and tax evasion. The aimed is to comparatively analyze the tax collection systems of Colombia, Ecuador and Chile, in order to identify their strengths, weaknesses and the impact of their fiscal policies on collection efficiency and distributive equity. To this end, a mixed-approach methodology was applied, combining quantitative analysis using descriptive statistics on tax pressure, tax structure and tax progressivity, with a qualitative analysis of tax reforms, public policies and regulatory frameworks of the three countries. The results showed that Chile had higher tax burdens and progress in progressive reforms, while Colombia and Ecuador showed lower levels of tax collection, high informality, and a regressive tax structure. It was concluded that, despite their differences, the three countries face common challenges in improving the equity and efficiency of their tax systems. The study recommended implementing measures to strengthen tax administration, broaden the tax base, and promote progressive taxation that contributes to social justice and the achievement of the Sustainable Development Goals.
